Recent News View All 100 Percent of Companies in Cap-And-Trade Program Meet 2019 Compliance Requirements November 9, 2020 The California Air Resources Board (CARB) has announced that all businesses covered by the state’s cap-and-trade program have fully met their obligations for compliance in 2019 – achieving a 100% compliance rate. ”As in past years, the consistently high level of compliance with the cap-and-trade regulation is a testament to how the program continues to run effectively, helping to keep California on track to remain below our 2020 target,” said Richard W. Corey, executive officer, CARB. “With that said, we’re now addressing the very serious challenge of reducing GHG emissions another 40% by 2030.” California has further reduction targets of 40% below 1990 levels by 2030 and then the goal of reaching carbon neutrality by 2045. In Executive Order N-79-20 issued in September, Governor Newsom recognized that achieving our air quality and climate goals hinge on transforming the state’s transportation sector. Read More California’s Initial Pay Data Reporting Guidance Released November 9, 2020 The California Department of Fair Employment and Housing (DFEH) released some initial, helpful guidance on one of California’s new laws taking effect next year — certain employers will be required to report demographic and pay data by March 31, 2021. As previously reported, SB 973 requires employers with 100 or more employees, that are also required to file the federal EEO-1 report with the Equal Employment Opportunity Commission (EEOC), to report the following demographic and pay data information to the DFEH: The number of employees by race, ethnicity, and sex in 10 different job title categories (Component 1); and The number of employees by race, ethnicity, and sex, whose annual earnings fall within each of the pay bands used by the U.S. Bureau of Labor Statistics in the Occupational Employment Statistics survey (Component 2). The new law provides some specifics on what information needs to be reported but left employers in the dark on how to assemble and submit their reports to the DFEH. The DFEH’s recent guidance addresses some of these details. Read More Unemployment Drops to 6.9% and US Adds a Solid 638,000 Jobs November 9, 2020 Defying fears of another slowdown, U.S. businesses kept hiring at a solid pace in October, yet there are signs they remain cautious about the economy’s future as the pandemic worsens. The Labor Department said that employers added 638,000 jobs and the unemployment rate tumbled a full percentage point to 6.9%, extending what has been a faster recovery than many economists expected in the spring. But the pace of hiring isn’t robust enough to rapidly soak up the millions of Americans who were thrown out of work by the pandemic recession. The job gains were little changed from September’s 672,000 and less than half August’s 1.5 million. Yet the increase was stronger than it appears: It was held down by the loss of about 150,000 temporary Census jobs. Excluding governments at all levels, private businesses added a healthy 906,000 jobs. Hiring has held at that level for three months.
